The Opportunity:
  
An exciting opportunity exists for a dynamic and forward-thinking Project Manager to join the team on a 6-month contract based in Cairns. In this role, you will help bring strategic initiatives to life—turning ideas into real-world outcomes that create lasting value for community members. You’ll work closely with senior leaders and cross-functional teams to scope, plan and deliver innovative, purpose-driven projects.
  
Your Skills & Experience:

  • A degree in business, project management or a related field is essential.
  • Demonstrated experience in user-centred design, agile or PMBoK delivery methodologies, and leading community-focused initiatives.
  • Strong ability to think strategically while managing operational project execution.
  • Skilled in research, prototyping, testing and development of new services, products or frameworks.
  • Excellent stakeholder engagement, communication and facilitation skills.

Your responsibilities include but are not limited to:

  • Drive the end-to-end delivery of multiple community-focused projects, ensuring they’re completed on time, within scope and aligned with strategic priorities.
  • Manage complex stakeholder relationships across government, corporate, and internal networks, ensuring effective communication and alignment throughout the project lifecycle.
  • Apply agile, adaptive methodologies to prototype, test and refine project ideas in fast-paced and evolving environments.
  • Develop strong business cases, funding proposals, strategic documents, and delivery plans using evidence-based research, co-design, and engagement methods.
  • Create project documentation including communication plans, risk registers, reports, and evaluation frameworks to ensure transparency and accountability.
  • Lead discovery and design processes to uncover community needs, validate ideas, and translate insights into viable solutions.
  • Prepare high-quality visual artefacts that effectively communicate complex strategies and concepts to varied audiences.

The Opportunity
As the Infrastructure Project Manager, you will play a pivotal role in estimating, coordinating, sequencing, resourcing, and reporting on approved Operational and Capital projects. Your responsibilities include ensuring projects are delivered on time, within scope and budget, whilst complying with statutory WHS obligations, regulations, and Council policies.

Some of your responsibilities will include:
  • Plan and deliver projects on time, within scope, and budget.
  • Develop and maintain detailed project plans.
  • Coordinate internal resources and third parties for project execution.
  • Manage relationships with internal and external stakeholders.
  • Prepare contract documentation for tendering purposes.
  • Evaluate tenders and make recommendations to the Council.
  • Ensure Safe Systems of Work (SSOW) are implemented for contractors.
  • Evaluate Contractor performance and provide reports to the executive management team.
  • Prepare and distribute internal communications on key project milestones.
  • Implement detailed communication plans for change management.
  • Assist in coordinating community consultation forums on key projects.
  • Ensure project expenditure is within the adopted budget.
  • Prepare draft annual operational and capital project budgets.
  • Review tax invoices and assess financial expenditure.
  • Implement automated stores invoicing with the building department.
  • Promote a Safety Program.
  • Ensure compliance with statutory requirements for a safe workplace.
  • Liaise with CEO, Executive Managers, employees, tradesmen, and external stakeholders.

Your Skills & Experience

  • Project Management experience in a complex environment.
  • Minimum 2 years’ experience with remote location.
  • Understanding of estimating and cost centre accounting processes.
  • Effective communication and influencing skills.
  • Diploma or higher in Project Management.
  • Competence in Project Management technology, desirable.
  • Local Government experience, advantageous.
  • Current Queensland C Class driver’s licence (HR Licence desirable).
  • White Card, desirable.
